We should point out to the 0.A.G. that while we agree to the proposal as contained in paragraph 2 of his despatch, no such inducement should, of course, be given to possible candidates, and no undertaking that local training and subsequent employment as a Nursing Sister in Hong Kong would lead to entry to the Unified Service.

It is true that reciprocity as regards

the employment of Nursing Sisters exists between this country and Hong Kong, but the Nursing Council agreed to this largely having in mind the desirability of getting nurses trained in this country employment in Hong Kong.

As Mr. Edmonds suggests, we had better refer this to the 0.N.A. for their observations, without any comment. There are bound to be certain reactions to the proposal, but we probably will get some useful comments.

We shall have to be a bit careful about refusing to consider Hong Kong trained nurses for an appointment elsewhere, since in theory at any rate, such a nurse would be regarded as qualified to take up an appointment in this country.
